Women, Infants, and Children Overseas Program

The WIC Overseas Program is available to eligible participants living overseas,* including:

• Civilian employees
• Department of Defense contractors
• Family members
• Members of the uniformed services

*If you’re using WIC in the U.S., you may participate in the WIC Overseas Program without having to requalify. Once you transfer overseas, contact your local WIC Overseas office to switch to WIC Overseas drafts.

WIC Overseas counselors determine eligibility for the program by evaluating:

• Income
• Family size
• Certain other criteria

Once a WIC Overseas counselor certifies you or a family member, you or the family member can enroll in the program. Your WIC Overseas counselor determines how long you can participate in the program. Those who may be eligible for the WIC Overseas Program include:

• Expectant mothers during pregnancy and the first six weeks after giving birth†
• Mothers until the infant is 6 months old, if bottle-feeding, or 1 year old, if breastfeeding
• Infants and children until the end of the month they turn age 5

†After six weeks, mothers must contact a WIC Overseas counselor and reapply under the bottle-feeding or breastfeeding category.

Contact your local WIC Overseas office to see if you and your children are eligible for WIC Overseas nutritional benefits. A WIC Overseas counselor will help you determine if you qualify and help get you started.

The WIC Overseas Program works to supplement the food you regularly buy with additional nutritious food items.

• WIC Overseas Program staff will provide ideas for meal planning, food preparation, and recipes that are nutritious, delicious, and easy to prepare.
• Your counselor will give you an approved food list and redeemable food checks called “drafts.”
• You exchange drafts for specific foods and quantities in overseas stores and NEXMARTs. Drafts are accepted only at these overseas stores.

Food items generally available through the WIC Overseas Program include:

• Canned tuna, salmon, and mackerel
• Cheese
• Dried beans or peas
• Eggs
• Fresh fruits and vegetables
• Infant fruits and vegetables
• Iron-fortified infant formula and infant cereal
• Iron-fortified adult cereal
• Milk
• Peanut butter
• Vitamin C-rich fruit or vegetable juice
• Whole-grain bread or brown rice

Substitutions aren’t allowed. If the commissary or NEXMART doesn’t have the item listed on your draft, keep the draft until the item is in stock. However, be aware of the draft’s expiration date. 

Can’t get to the store?

You may have a “proxy” shop for you. First, you must formally register your proxy with your WIC Overseas office. Ask your WIC Overseas counselor for the paperwork.

eWIC has arrived in the European and Pacific Regions!

• You don’t have to buy everything at once.
• Shop for WIC foods over multiple trips.
• Any food benefits not used during one shopping trip will be available until the end of the benefit period.
• One card per household has all your family’s food benefits.

The Defense Health Agency partnered with the Defense Commissary Agency to issue a “Fulfillment Voucher” to WIC Overseas families when they can’t fully use current drafts because an item isn’t available. This happens when items are out of stock or DeCA has a local shortage and only limited quantities are available. 

You may only receive a Fulfillment Voucher when there isn’t an approved alternative product available in the categories below.

• Juice
• Milk
• Cheese
• Yogurt
• Eggs
• Peanut butter
• Baby formula (concentrate, powder, and read to use)

You must use your Fulfillment Voucher within 30 days. Ask to speak to an on-duty Commissary Manager for help or call your local WIC Overseas office if you have questions about redeeming Fulfillment Vouchers.

The WIC Overseas Program also offers nutritional screening for you and your children. This screening may help identify medical conditions early so you can get proper medical advice.
