Active Duty Dental Care
Active Duty Dental Program
If you're an active duty service member (ADSM), you get most of your dental care at military dental clinics.
The Active Duty Dental Program (ADDP) is for ADSMs who are:
- In the continental United States (CONUS50 United States, the District of Columbia, American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands) and
- Outside the continental United States (OCONUSAreas outside of the 50 United States, the District of Columbia, American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands).
Under the ADDP, ADSMs receive civilian dental care. This ensures your dental readiness and your overall health. The ADDP is for ADSMs who are:
- Referred from a military dental clinic, also known as a military dental treatment facility (DTF). DTF-referred care is only available CONUS.
- Remotely located.
- If you’re CONUS, then you must live and work (duty location) more than 50 miles from a DTF.
- If you’re OCONUS, then you must be enrolled in TRICARE Prime Remote Overseas.
Who’s Eligible for the ADDP?
The ADDP is available to ADSMs of the United States:
- Army.
- Marine Corps.
- Navy.
- Air Force.
- Space Force.
- Coast Guard.
- Commissioned Corps of the National Oceanic and Atmospheric Administration.
- Commissioned Corps of the Public Health Service. Your ADDP coverage starts July 3, 2022. Then you’ll be eligible for remote ADDP benefits regardless of your location.
Who else is eligible in CONUS locations?
- National Guard and Reserve members. You must be:
- On continuous active duty for more than 30 days.
- On federally funded orders for more than 30 days.
- Moved directly from federal orders to state orders. This is when performing state disaster response duty as if on active duty orders for more than 30 days.

- You’re an ADSM identified as a wounded warrior and getting inpatient or outpatient care at a VA hospital.
How Do I Schedule an Appointment?
- If you’re assigned to a CONUS military dental clinic, they’ll determine if you require care under the ADDP. They’ll also:
- Start your referral.
- Tell you how to schedule your appointment.
- If you’re remote and located:
- CONUS. You can self-refer for routine care. You’ll need an appointment control number (ACN) from United Concordia. You must get an ACN before receiving civilian care.
- OCONUS. Although you may coordinate your routine dental care under the ADDP after receiving an ACN, you should first contact United Concordia. They’ll verify your eligibility, give you an ACN, and coordinate all parts of your care. This includes scheduling your appointments.
How Do I get Emergency Dental Care?
If you’re:
- DTF-referred: Your military dental clinic has created emergency dental procedures that must be followed. Ask to see their dental emergency policy.
- Remote: You don’t need an authorization or ACN. Emergency dental care includes any treatment that you may need to relieve pain, treat infection, or control bleeding. When needed to relieve pain and infection, some root canal treatments fall under emergency dental care. But your crowns, bridges, and denture services don’t count as emergency dental care.
If you have questions about getting care under the ADDP, contact the ADDP contractor, United Concordia.
