Civilian Health Records

Civilian providers may use their own electronic health record or keep paper records. These are separate from your military health records. You have a legal right under federal law (HIPAA Privacy Rule) to access, inspect, and get copies of your medical records.

Providers may charge you for copying and mailing the records. They can’t charge you a fee for searching for or retrieving your records.

Are you an active duty service member? You aren’t responsible for fees for copying records of authorized care. If charged, you may file a claim with your TRICARE contractor for reimbursement.

Note: Civilian health records are different from explanations of benefits. EOBs come from your regional contractor. EOBs are summaries of the services and items you received from a provider. Learn more about EOBs.
