Defense Health Agency

"On October 1, 2013, the Department of Defense established the Defense Health Agency (DHA) to manage the activities of the Military Health System. These activities include those previously managed by TRICARE Management Activity (TMA), which was disestablished on the same date. During the next several months, all TMA websites will change to reflect the new DHA. We appreciate your patience during this transition."

Policy & Performance Management Branch

Mission: The Human Resources Policy and Strategic Operations Branch initiates and fosters collaborative partnerships that enrich the work and learning environment for our organization’s employees and our fellow HR colleagues. We deliver valuable support services in the functional areas of personnel policy, personnel automation, personnel management, and recognition programs that support the philosophies, policies, processes, and procedures relative to hiring, training, maintaining, and appropriately compensating and rewarding effective talent within our organization. We seek solutions in support of strategic initiatives through leadership, engagement, and innovation.

Vision: The Human Resources Policy & Strategic Operations Branch will be recognized as a valued contributor in fostering policies, procedures, and programs that maximizes individual employees’ abilities to achieve higher levels of performance and enhances organizational capabilities by standardizing and streamlining essential processes and communication across functional areas.

  • Personnel Systems

    Fourth Estate Personnel Accountability and Assessment System (FEPAAS) standardizes a method for the Fourth Estate including TMA to account, manage, and monitor the recovery process for personnel affected and/or scattered by a wide-spread catastrophic event. FEPAAS provides valuable information to all levels of the Fourth Estate chain of command, allowing leadership to make strategic decisions which facilitate a return to stability.

    Fully Automated System for Classification (FASCLASS) is a centralized system at HQDA that gives access to active position descriptions and position related information throughout Army. Access to data is restricted according to assigned user privileges.
