TMA Competition Guide

The Competition Guide was created by the TMA Acquisition Management and Support office for the TMA program offices.  It is designed to provide a starting point for a dialogue with your Acquisition Manager about competition requirements of your procurement.  The Competition Guide is an interactive tool that walks users through a series of questions designed to educate them regarding acquisition circumstances where less than full competition or a sole source procurement may be warranted.  Depending on the responses, the tool will recommend to the user a suitable competition level for their procurement.  All questions and recommendations within the tool reference sections from the FAR.  The Competition Guide is not a substitute for direct coordination with your supporting Acquisition Manager and Contracting Officer, but may help familiarize you with competition requirements and possible exceptions.

Note - The Competition Guide uses an Access database.  Windows XP operating systems and some versions of Microsoft Access will not run an Access file that is located on a server.  In that case, download the Competition Guide file to your desktop or a folder on your local drive and run it from there by double clicking on it.  If the file still will not open, right click on it, choose Properties, and select Unblock at the bottom of the Properties dialogue.

The Competition Guide is Currently Under Review.

“On October 1, 2013, the Department of Defense established the Defense Health Agency (DHA) to manage the activities of the Military Health System. These activities include those previously managed by TRICARE Management Activity (TMA), which was disestablished on the same date. During the next several months, all TMA websites will change to reflect the new DHA. We appreciate your patience during this transition."
