Defense Health Agency

"On October 1, 2013, the Department of Defense established the Defense Health Agency (DHA) to manage the activities of the Military Health System. These activities include those previously managed by TRICARE Management Activity (TMA), which was disestablished on the same date. Personnel Security Branch

The Personnel Security Branch (PSB) ensures all TMA contractor employees who manage, design, develop, operate or access DoD Automated Information Systems (AIS) or DoD network systems; or who has physical access to federally controlled facilities have the appropriate background investigation in accordance with the Department of Defense (DoD) and the Office of Personnel Management (OPM) regulations.

OUR MISSION

Administer the DoD 5200.2R, Personnel Security Program and conduct “Trustworthiness Determinations” on all contractor employees who hold Automated Data Processing/Information Technology (ADP/IT) positions that directly or indirectly affect the operation of unclassified IT resources and systems that process sensitive but unclassified (SBU) information.

Manage the Electronic Questionnaires for Investigations Processing (e-QIP) system for TMA. E-QIP is an OPM secure web-based automated system which facilitates the processing of background investigative forms. The Under Secretary of Defense for Intelligence (USD (I)) and the Under Secretary of Defense for Personnel Readiness (USD (P&R)) have directed the entire DoD to transition to e-QIP by October 1, 2009.

Make interim determinations on contractor employees’ suitability for public trust positions and issuance of Common Access Cards (CAC’s), in support of DoD’s HSPD-12 program. The interim determination of a CAC is based on information on the advance National Agency Check (NAC), Federal Bureau of Investigation (FBI) fingerprint results and an initiated background investigation in e-QIP.
